Why a storm ZIP can still be rejected
Negative control - ZIP 45645, reviewed July 23, 2026: an NWS statement carried 1.00-inch hail and 60 mph wind as radar indicated, but the review found only one ready address candidate. The exact second-level inventory check time was not preserved, so this example is retained only to show the rejection rule.
That ZIP did not meet the 50-address Scout inventory threshold and should not have been sold as ready. Inspect the official NWS alert record or the Iowa State IEM archive of the NWS product.
Real storm evidence does not make a route fulfillable by itself. The sellable path requires source-labeled context, enough screened address inventory, and an exact current quote.
